The name Rāsdizwà Se is derived from the Tauric language, as Rāsdizwà Se was founded by Nåkhi Wynne, who was culturaly Tauric.
Climate
Rāsdizwà Se has a yearly average temperature of 25°C (77°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a pleasant 23°C (73°F). Rāsdizwà Se receives an average of 163 cm/y (64 in/y) of precipitation, most of which comes in the form of rain during the fall. Rāsdizwà Se covers an area of nearly 6 km2 (2 mi2), and an average elevation of 5620 m (18438 ft) above sea level.
Overview
Rāsdizwà Se was founded durring the early 11th century, by Nåkhi Wynne. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Nåkhi Wynne.
Rāsdizwà Se was built using the conventions of Tauric durring the early 11th century. Naturaly, all settlmentss have their own look to them, and Rāsdizwà Se is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Rāsdizwà Se is buildings are arranged arrounded a highly ordered system of spacious cobblestone streets which form triangular paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The millitarily questionable fortifications have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.
Rāsdizwà Se has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Rāsdizwà Se’s streets. A look around Rāsdizwà Se has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scutteling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s everything together. Regardless, you do not feel it would be wise to remain in Rāsdizwà Se long.
Civic Infrastructure
Rāsdizwà Se possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.
Rāsdizwà Se has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Rāsdizwà Se. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Rāsdizwà Se's parks.
Rāsdizwà Se has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Rāsdizwà Se.
Rāsdizwà Se has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Rāsdizwà Se has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Rāsdizwà Se has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Rāsdizwà Se has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Rāsdizwà Se's public wards, blessings, and other arcane systems.
Rāsdizwà Se possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Rāsdizwà Se has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Rāsdizwà Se's natural decorations nor waterways.
Rāsdizwà Se has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Rāsdizwà Se has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Rāsdizwà Se's citizens locals enjoy many vices and lustful appetites. They may have religious sanction for their deeds, or neighbors might trade with them for such things, or they could be followers of some ideology that blesses such pursuits. Their economy or their social organization is usually heavily reliant on such traffic, and to ensure its continuance they may have made bargains with various mortal and immortal powers.
Rāsdizwà Se's chapel was built using a different architectural style from the rest of the town. The style used is admittedly strange and non-linear style rooted in defiance of symmetrical shapes. It championed the creation of buildings with a unique visual appearance. the structural norms of classic buildings and deforms or moves away from elementary architectural principles. By including non-linear designs processed into its buildings and favoring fragmentation, this style expressed a form of controlled chaos. Its buildings appear out-of-the-ordinary, draw the eye in immediately and sometimes create a feeling of strangeness. These distorted shapes and structure are not reserved to the building’s outer facade, they destabilize interior elements too, favoring minimalism and play on people’s perceptions by injecting a futuristic touch.

Rāsdizwà Se's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves consuming a local toxin to channel Chronomancy energies of tier 1 via recitation of poetic epics.

History
In time immemorial, reportedly some time during the early 2nd century, Rāsdizwà Se was attacked by savage rat ogress living nearby. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Rāsdizwà Se lost 230 people, 136 livestock, and 64 buildings. The conflict ended after roughly 123, when members of Rāsdizwà Se's militia enacted an operation to destroy or capture a particular enemy war supplies. The operation was complicated by the army's activities draw the wrath of formerly neutral parties. The conflict ended with pitched battle between both forces, which ended in victory for Rāsdizwà Se's forces. The war is remembered in legend by Rāsdizwà Se's bards, historians, and legend keepers.
